TÜRKİYE’DE HİZMETLER İHRACATININ İSTİHDAM YARATMAYA ETKİSİ

Üretim ve iş süreçlerinin her aşamasında yeralan hizmetler sektörünün istihdam,dış ticaret, yatırımlar ve büyüme bakımından ülke ekonomilerindeki önemi sonotuz yıl içinde hızla artmıştır. Uluslararası hizmetler ticareti içinde ihracat, ülkelerinbüyümesine doğrudan, istihdamına ise dolaylı olarak etki etmektedir. Bazı hizmetfaaliyetlerinin ihale edilmesi (offshoring) hizmetleri ihale eden ülkelerde hizmetlersektöründe istihdamı olumsuz etkileyebilmekte; hizmetlerin ihale edildiği ülkelerdeise hizmetler sektöründe istihdamı artırabilmektedir. Bu çalışmada Türkiye’dehizmetler ihracatının hizmetler sektöründe istihdam yaratmaya etkisi olupolmadığı ampirik verilerle analiz edilmiş ve göreli olarak ulaşım, seyahat gibi altkategorileri kapsayan ikinci grup hariç, olumlu veya olumsuz herhangi bir ilişkibulunamamıştır.

IMPACT OF SERVICES EXPORT ON EMPLOYMENT GENERATION IN TURKEY

The importance of services which take place in every stage of production and business processes has rapidly increased in the economies in the context of employment, foreign trade, investments, and growth. Exports in international services trade have a direct effect on growth and an indirect effect on employment. Off shoring of some service activities may have a negative impact on the employment in the services sector of the off- shoring country, but may increase employment in the services sector of the off-shored countries. In this article, effect of services exports on employment generation in services sector in Turkey has been analysed by using empirical data and it has been found that there is no positive or negative correlation between them, except relatively the second category which encompasses the subcategories such as transportation and travel.
