Osmanlı devletinin Avrupa'dan bilinçli iktibasların yapıldığı ilk dönem 1718-1730 yılları arasındaki "Lale Devri" dir. bu dönemde özellikle eğitimlerini incelemek için Avrupa'nın pek çok ülkesine elçiler gönderilmiştir. Fakat bu devrin en büyük ve en tesirli yeniliği İbrahim Müteferrika ve Sadi Efendi'nin birlikte açtıkları matbaadır. Makalede İbrahim Müteferrikanın kimliği ve fikirleri hakkında bilgi verilmektedir. Onun etkisinin sadece  matbaa ile sınırlı olmadığı, Osmanlı için yeni sayılabilecek ilimlerle ilgili eserleri basarak Avrupa'nın Rönesans'ından ilk haberleri verdiği vurgulanmaktadır.

The first period in which conscious quotations from Europe of the Ottoman state were made is the "Tulip Revolution" between the years 1718-1730. During this period, ambassadors were sent to many European countries to study their education. But the greatest and most influential innovation of these years was the prints of Ibrahim Müteferrika and Sadi Efendi. In this article, information about the identity and ideas of Ibrahim Müteferrika is given. It is emphasized that his influence was not limited to the printing pres and  he gave its first news by printing works on the new sciences for the Ottoman about Europe's Renaissance
