Haber ve haberle ilgili meseleler ilk dönemlerden itibaren hadis ilminin yanı sıra kelâm, fıkıh usûlü, siyer, meğâzî, şemâil, tarih gibi ilimlerin de konusu olmuştur. Dinî bilginin büyük ölçüde habere dayanması nedeniyle haber üzerindeki tartışmalar kelâm ve usûl kitaplarında geniş yer tutmuştur. Kelâm ilminin yanında usûl geleneğinde en üst düzey bir eser olarak günümüze ulaşan ve fıkıh usûlü bilim dalının önemli kaynaklarından sayılan Hüseyin el-Basrî’nin (ö. 436/1044) el-Mu‘temed isimli eserinde de haber konusu “el-Kelâm fi’l Ahbâr” başlığıyla ele alınmıştır. Müellif bu eserinde öncelikli olarak haberin epistemolojik değeri ve haberin çeşitleri üzerinde bazı değerlendirmeler yapmıştır. Ardından bilginin haberlerle oluşması, mütevatir ve âhâd haberler ve bunlarla ilgili bazı meseleleri âlimlerin görüşleriyle birlikte değerlendirmeye çalışmıştır. Ayrıca haberde ziyade meselesi, râvînin halleri, rivayetin keyfiyeti, mürsel haber ve haberlerde tearuz gibi mevuzlar da müellifin üzerinde durduğu konular arasında yer almaktadır. Bu çalışmada Hüseyin el-Basrî’nin ele aldığı mezkur konular üzerinde durulacak ve haberin analizinden ziyade bir fıkıh usûlü eserinde haber konusunun nasıl ele alındığı araştırılacaktır. Araştırmanın sonuç kısmında ise Hüseyin el-Basrî’nin el- Mu‘temed’inde yer alan haber ile ilgili bilgilerin hadis ilmine katkısı değerlendirilmeye çalışılacaktır.

In addition to the science of ḥ.adīth, the subject of khabar is also the subject of theology, uṣ.ūl al-fiqh, sīra, maghāzī, shamā’il, history and other fields. Due to the fact that religious knowledge is largely based on the reports, discussions on the reports have had a wide place in the books of kalām and uṣ.ūl. In addition to the science of kalām, in the work of al-Mu‘tamad by Ḥ.usayn al-Baṣ.rī, which has survived as a high- level work in the history of uṣ.ūl and is considered one of the important sources of the discipline of fiqh, the subject of the reports is discussed with the title of “al-Kalām fi’l- Akhbār”. In this work, the author primarily makes evaluations on the epistemological value of the reports and types of the reports. Then, he tried to evaluate the formation of knowledge with reports, mutawātir and āḥ.ād reports and some related issues together with the views of scholars. In addition, the issues such as ziyāda in the reports, the status of the narrators, the status of the narration, mursal reports and conflict in the reports are among the issues that the author focuses on. In this research, the aforementioned issues that Ḥ.usayn al-Baṣ.rī dealt with will be examined. Here, rather than the analysis of reports, it will be investigated how the subject of reports is handled differently from the works of uṣ.ūl al-ḥ.adīth in a uṣ.ūl al- fiqh work. In the conclusion part of the research, a general comparison of the information in the al-Mu‘tamad of Ḥ.usayn al-Baṣ.rī and the information in the uṣ.ūl al- ḥ.adīth works will be made and their common and different aspects will be pointed out.
