Osmanlı'nın son dönemi ile Türkiye Cumhuriyeti'nin ilk dönemlerinde yaşamış olan dil ve edebiyata önemli katkıları bulunan Kilisli Muallim Rıfat Bilge (1874-1953), Türk dili, kültürü ve tarihinin nadir eserlerini ilim dünyasına kazandıran, önemli kurum ve kuruluşlarda başta Arapça ve Farsça olmak üzere verdiği çeşitli derslerle Mueyllim ünvanını kazanan değerli bir alimdir. Müellif, Arap dili ve edebiyatıyla ilgili iki eser ve Türk dili ve Edebiyatı alanında onlarca eser te'lif ve tercüme etmiş, bazı önemli eserleri de tahkik ederek kütüphanelerin tozlu raflarından indirmiştir. Rıfat Bilge'ye ait olan Otuz Ders - Yahud - Yeni Sarf-ı Arabi isimli eser, sarf ilmi konusunda önemli bir eser olduğu tarafımızdan tespit edilerek incelenmesi uygun görülmüştür. Eser, sarf konularını ve bölümlerini örnek ve açıklamalarıyla birlikte 30 derste ortaya koymaya çalış­ mıştır. Ayrıca farklı bir açıdan da müellif eserini mukaddime, birinci maksat (sülasiler) ve ikinci maksat (sülasi mezidler) olmak üzere üç ana bölüm olarak tertip etmiştir. 

Kilisli Muallim Rıfat Bilge (1874-1953), is a valuable teacher of the Iate Ottoman and Republic of Turkey, he gave rare Works of Turkish language, culture and history to the world of science. He won the title Muallim (teacher) by giving lectures, particularly, Arabic and Persian Lenguage in important institutions and organizations. The author has wrote and translated two boks about Arabic Language and Literature and dozens of monuments abouth Turkish Language and Literature and even he has put downed, same of the im portant monuments from dusty shelves of libraries by investigating them. He has proven himself in Language, Literature and History of the Turks. İt is identifıed and was deemed approprite by us to examinate the study which is belong to Rıfat Bilge as named Thirty lectures - The New Arabic Accidence , is an important work in Arabic Accidence Science . The study is tried to put forward the topics and parts of Arabic Accidence with their examples and explanations in 30 lectures.
