Siyasal kültürü oluşturan ve biçimlenmesinde etkin olan unsurları, siyasetin temel paradigmaları ile siyasal düşünce ve eylemi oluşturan temel dinamiklerin toplumsallaşma, örgütlenme ve katılma süreçleri arasındaki karşılıklı etkileşimi ortaya koymak diğer bir deyişle, siyasal kültürün içine doğduğu, yaşam alanı bulduğu, toplumsal ve siyasal ortamın analizine katkı sağlayarak, bu bağlamda sürdürülen tartışmanın parçası olmak çalışmanın temel amacıdır. Öte yandan, çözüme yönelik bir sonuç üretmeyen siyasal kültür yozlaşması ile mücadelede insan iradesinin etkinliğini azaltma gayretlerinin saptanması da çalışmanın amaçlarından birini oluşturmaktadır. Bu doğrultuda, siyasal kültür paradigmaları özelinde kuramsal bir değerlendirme niteliği taşıyan bu çalışma ile ilgili literatürün sunduğu varolan metodolojik imkanları genişleterek, kültür ve kültürlenme sürecinin pratiklerine, ayrışma/kesişme noktaları ile uluslar arası arenada oydaşlanan kültür düzleminin farklı bir kapsam arayışına katkıda bulunmaya çalışılarak, siyasal toplumsallaşma, örgütlenme ve katılma süreçlerine yansımaları vurgulanmıştır. Tüm bu yansımaların ortaya koyduğu gerçek ise aslında tarihselden bağımsız ele alınamayacak ideolojiler dolayımında siyasal katılımın bireyin yaş, cinsiyet, eğitim, gibi koşullarından oluşan ancak ülke, kent, ilçe hatta semt gibi coğrafi sınırlardan da ayrı düşünülemeyecek kendi gerçekliği ile siyasal-yasal-ekonomik sistemin gerçekleri arasında var/yok olduğudur.              

The main purpose of this study is to put forward the mutual interaction between the processes of socialization, organization and participation and the elements effective in the creation andformation of the political culture, basic paradigms of the politics and the fundamental dynamics creating the political opinion and action, in other words to participate to the analysis of the social and political environment which the political culture is born into and where it found a living space and to become a part of the discussions within this concept. On the other hand, determining the efforts to decrease the efficiency of the human will in the fight against the political culture degeneration which does not create a result toward solution constitutes another purpose of the study. Accordingly, reflections to the political socialization, organization and participation processes are emphasized by expanding the current methodological opportunities provided by the literature related to this study which constitutes a theoretical evaluation of political culture paradigms, by trying to participate to the practices of culture and acculturation process, to the search of the culture consociating in the international platform with the decomposition/intersection points to find a different scope. The fact put forward by all these reflections is that the political participation is actually created/destroyed among the realities of the politicallegal-economic system together with its own realism which consists of conditions such as age, sex, education of the person but which cannot be considered separately from the geographical limits such as country, city, town and even district through the ideologies which cannot be discussed independently of history.
