İklim Değişikliği Bağlamında Kıyı Başkentlerinin Durumu ve Yer Değişikliklerine Yönelik Etkileri Üzerine Bir İnceleme

Ülkelerin büyük çoğunluğu deniz ya da okyanus kıyısında bulunmaktadır. Bu durum başkentin yer seçiminde belirli derecede etkilidir. Şöyle ki dünyadaki başkentlerin çoğunluğu kıyıda yer almaktadır. İklim değişikliğinin kıyı yerleşimleri üzerindeki olumsuzlukları dikkate alındığında, durum başkentler açısından daha önemli hale gelmektedir. Taşıdığı nüfus ve işlevler dikkate alındığında başkentlerin yer değiştirme kararlarının sosyal ve ekonomik maliyetlerinin olacağı ortadadır. Bu durum, başkentlerin ve özellikle de kıyı kesiminde bulunan başkentlerin iklim değişikliği açısından yer değişikliklerinin değerlendirilmesini gündeme getirmektedir. Bu çalışmanın savı, iklim değişikliği nedeniyle pek çok ülkede ve özellikle kıyıda yer alan başkentlerin yer değiştirmesine olan ihtiyacın artacağıdır. Çalışmada, nitel yaklaşım çerçevesinde araştırma deseni olarak durum çalışması benimsenmiş ve bu bağlamda doküman analizleri yapılmıştır. Kıyıya sahip ülkelerin başkentlerinin çoğunlukla kıyıda olduğu, iklim değişikliğine bağlı zararların tekrarlanma sıklığının arttığı ve başkent yer seçiminde iklim değişikliğinin önemli bir etken haline gelmeye başladığı sonuçlarına ulaşılmıştır.

An Essay on the Status of the Coastal Capitals In Context Of The Climate Change and Its Effects On The Relocation

The majority of the countries are situated along the coasts of seas and oceans. This has an influence, to an extent, on the selection of the locations of capitals. That is to say that most of the capitals in the world are located on coasts. When the adverse effects of the climate change on the coastal settlements are taken into account, this becomes even more significant for the capital cities. On the other hand, considering their population and the functions that they serve, it is clear that decisions to relocate capital cities would have social and economic costs. This underlines the necessity to analyze the relocations of the capitals, especially ones, situated along the coasts, within the context of the climate change. In this study, Case studies were adopted as the research design within the scope of qualitative approach and document analyses were conducted in that regard. It has been concluded that the capital cities of the countries with coastal lines are generally located at the coastal areas, the frequency of the climate change induced damages increase and the climate change has become a significant factor in selecting a location for a capital city.
