Askeri Değişim: Soğuk Savaş Sonrası Dönem Üzerine Bir İnceleme

Soğuk Savaş döneminin sona ermesi, güvenlik politikalarından ekonomiye, toplumsal yapıdanteknolojiye kadar birçok farklı alanda değişime yol açmıştır. Bu kadar geniş bir alanda yaşanandeğişim dalgası ordular üzerinde de bir baskı oluşturmuş ve birçok ülke, silahlı kuvvetlerini ortayaçıkan yeni tehditlere ve görev türlerine göre yeniden tasarlamıştır. Özellikle ABD ve BatıAvrupa’da başlayan ve NATO etkisiyle yayılan askeri değişimin sonucunda ortaya çıkan ürünülkeden ülkeye bazı farklılıklar göstermektedir. Bununla birlikte sosyologlar ve siyaset bilimcilertarafından kavramsallaştırılan başat modellerin – post-modern ordu ve seferi ordu – aslında aynıtemel özelliklere sahip olduğu görülmektedir. Bu alanda Türkçe literatürde çalışma yok denecekkadar azdır. Bu makale söz konusu dönemde ortaya çıkan ve halen devam eden askeri değişimhareketlerini farklı disiplinler tarafından ortaya konulan modeller üzerinden anlamaya veaçıklamaya yönelik bir çalışmadır.

Military Change: An Analysis on the Post Cold War Era

The end of Cold War has led to changes in many areas from security policies to economy and from social structure to technology. These dramatic changes have also impacted on the armies to be redesigned to meet new threats and tasks. The military change did emerge first in the USA and the Western Europe, and then spread nearly to the whole European continent with NATO, albeit with the different outcomes for each country. However, the dominant models conceptualized by sociologists and political scientists - post-modern army and expeditionary army – share key features. There are few studies in Turkish literature in this field. This study aims to explain and understand Post-Cold War military change specifically for the Turkish readers by analyzing the different models from various disciplines.
