Türkiye'de Barış Gönüllüleri Programına Bir Bakış: 1961-1970

Bu makale Türkiye’de uygulanan Barış Gönüllüleri Programı özelinde Amerika’nın 1945 sonrası dış siyasetini anlama çabasına bir katkı sunmayı amaçlar. Otobiyografik anlatılara ve John F. Kennedy Başkanlık Kütüphanesinde bulunan Barış Gönüllüleri arşivinde yapılan araştırmaya dayanan çalışma Türkiye’deki program ve gönüllüler üzerine yeni veriler sunar. Makalenin ilk bölümünde Soğuk Savaş dönemi Amerikan dış siyasetindeki yumuşak güç araçları ve Barış Gönüllüleri Programı (Peace Corps Volunteers Program) incelenecektir. İkinci bölüm barış gönüllüsü gençlerin Türkiye’deki faaliyetlerini ele almaktadır. 1960 sonrasında Amerika’nın geliştirdiği yeni bir dış politika aracı olan Barış Gönülleri Programı kapsamında 1961 ila 1970 senesi arasında 1200’ün üzerinde genç Türkiye’ye görev yapmaya gelmiştir. Ağırlıklı olarak eğitim, hizmet, altyapı alanlarında çalışan ve birbirinden farklı tecrübeler edinen gönüllüler Türkiye üzerine önemli bir bilgi ve tecrübe birikimine sahip olmuştur. Bu tecrübe ve birikim Barış Gönüllüleri Programının temel hedefleri dâhilinde değerlendirildiğinde Türk-Amerikan ilişkilerine önemli bir ışık tutar.

A Perspective on Peace Corps Program in Turkey: 1961-1970

This article examines the Peace Corps Program in Turkey within the context of US foreign policy after 1945. Relying on Peace Corps Archive at John F. Kennedy Presidential Library and autobiographical narratives it presents new data on the program and volunteers. The first section examines the tools of smart power US foreign policy and the Peace Corps Program. The second part deals with the activities of volunteers in Turkey. Under the Peace Corps Prog- ram nearly 1200 young volunteers came to Turkey. Most of these volunteers worked in the fields of education, service and community development, being familiar with different aspects of Turkish culture and society. Considering the basic goals of Peace Corps Programs this experience has a significant impact on the Turkish-American relations.
