A Survey: The Impact of Air Pollution to Health in Neoclassical Economics and Other Alternative Economic Approaches
Son yıllarda hava kirliliğine yönelik bilimsel felsefi yaklaşımlarda önemli gelişmeler, uluslararası hava kirliliğini önleyici yayınlarda kayda değer ilerlemeler, hava kirliliğinin kontrolüne yönelik daha sistematik yaklaşımlar olmuş olsa da hava kirliliği probleminin neden ve orijinini açıklayacak çok az sayıda kayda değer yayın yapılmıştır. Bu noktaya nasıl geldik sorusu önemlidir. Aslında Neoklasik ekonomik yaklaşım, tek başına bir sebep olmasa da çevre ve hava kirliliğini finansmanında ve ekonomiye olan etkilerini incelemede hala en önemli etkileşime sahip olan yaklaşımdır. Bu yüzdendir ki Neoklasik Ekole ait Çevreci Ekonomi yaklaşımı uzun zamandır çevrecilik sorunlarında kamu politikalarını belirlemede merkezde belirleyici bir güce sahip olarak görülmüştür. Bu sebeple çevresel sorunların çözümünde Neoklasik Ekonominin en iyi yaklaşım olup olmadığını soran yaklaşım az sayıda alternatif yaklaşımların olmasından dolayı da oldukça tartışmalı bir konudur. Literatürdeki bu açığı kapatma amacıyla hazırlanmış bu çalışma, hava kirliliği konusuna bir açıklama getirmeyi amaçlamaktadır ve küresel çevreci anlayışı ulaşmak için bazı temel yaklaşımları incelemeyi hedeflemiştir.
Neoklasik Ekonomide ve Diğer Ekonomik Yaklaşımlarda Hava Kirliliğinin Sağlık Üzerindeki Etkilerine Yönelik Bir İnceleme
Although there has been reasonable progress in the epidemiology of air pollution, significant changes in international air pollution guidelines, and the emergence of more systematic approaches to air pollution control, there has been little attempt to explain the origin of the air pollution problem in the first place. How did we come to this point? It is a fact that Neoclassical Environmental Economic view, even if it is not the sole cause, is still a major influence for the theories of natural capitalism and environmental finances. Therefore, with this increasing influence, Neoclassical environmental economics have been at the very centre of public policies on environmental issues for decades. The question of whether Neoclassical Environmental Economics is the best economic approach for policy decision-making is a very controversial subject, and there are few alternative approaches to Neoclassical Environmental Economics. This study with the intention to fill the gap in this literature provides some insight into air pollution and its impacts on health, starting from the Neoclassical Economic perspective and reviewing the main alternative approaches to reach a very balanced global environmental understanding.
