ABD ve Türk Dünyası: Washington'un Türk Dünyası Politikasını Anlamak İçin Bir Çerçeve Denemesi

Bu makale, resmi söylem ve politikalar bağlamında ABD'nin ortak Türkdilli alana bakışını ve Türk dünyasının hızla değişen stratejik ve ekonomik dinamiklerinin Amerikan çıkarları açısından önemini incelemektedir. Çalışmada, ABD'nin Türk dünyasındaki angajmanlarında stratejik ve ekonomik çıkarların belirleyici olduğu ve buna bağlı olarak konjonktürel, pragmatik ve bölgesel odaklı bir Türk dünyası politikaları izlendiği tezi savunulmaktadır. Bu dünyayı siyaset, ekonomi ve uluslararası ilişkilerinde ayrışmış ve parçalı bir alan olarak gören Birleşik Devletler, Türk dünyasını başta Güney Asya ve Orta Doğu olmak üzere daha geniş bölgesel ve küresel gündem ve denklemlerine eklemleyerek politikalar üretmektedir. Ayrıca, araştırmada Washington yönetimlerinin "Türk dünyası" kavramının siyasi-stratejik tonlar içerecek şekilde kullanımının reddi konusunda tutarlı bir tutum sergiledikleri sonucuna varılmıştır.

USA and the Turkic World: A Framework for Analysis of American Foreign Policy in the Turkic World

This article reviews the U.S. perception of the Turkic-speaking space in light of the official discourse and policies, as well as the significance of the Turkic world's fast-moving strategic and economic dynamics for the American interests. It is claimed here that the U.S. engagements with the region are largely shaped by Washington's strategic and economic interests and that it pursues a conjunctural, pragmatic and region-oriented foreign policy towards the Turkic world in parallel with those interests. While the Turkic world is seen as disunited and highly fragmented area in terms of its politics, economy and international relations, Washington continues to maintain policies that embed the region within a wider regional, notably the South Asia and the Middle East, and global agendas and policies. The study concludes that the U.S. administrations constantly pursue a coherent policy grounded in the denial of the usage of the "Turkic world" concept with overtly political-strategic tones.
