E-Devlet Proje Yönetiminde Örgütsel ve Yönetsel Başarı Unsurları: PolNet Örnek Olay İncelemesi

Kamu hizmetlerine daha rahat ulaşılmasını sağlamak üzere ortaya konan e-Devlet girişimlerinin önünde bir takım sorunlar bulunmaktadır. Bu sorunlar beş başlık altında sınıflandırılmıştır. Literatürde belirtilen ana sorunlara paralel olarak e-Devlet proje girişimlerinin başarıya ulaşmasına yönelik başlıca beş başarı unsuru önerilmektedir. Bu çalışmada beş başarı unsurundan sadece en önemli grubu oluşturan "örgütsel ve yönetsel unsurlar" grubu, dokuz maddeye ayrılarak incelenmektedir. Ayrıca bu çalışmada e-Devlet projelerinde rol oynayan örgütsel ve yönetsel unsurlardan her bir madde için farklı ülkelerden çeşitli e-Devlet projeleri ele alınmıştır. Türkiye'den önemli bir e-Devlet projesinin de örgütsel ve yönetsel başarı unsurları açısından tartışılmasından sonra çalışma sonuç bölümü ile tamamlanmıştır.

Organizational and Managerial Success Factors in E-Government Project Management: A Case Study of PolNet

There are a number of problems in front of the e-Government initiatives set forth to provide more convenient access to public services. These problems are classified under five headings. To achieve the success of e-Government project initiatives, five main success factors are proposed in parallel with main problems stated in the literature. In this study, "organizational and managerial factors" group, which is the most important group of the five success factors, is examined by being divided into nine items. In the study, eGovernment projects from different countries are examined for each item of organizational and managerial factors that play a role in e-Government projects. After one major eGovernment project from Turkey is assessed, the study is completed with the conclusion part.
