Yerel Hizmetlerde Özelleştirmeye Alternatif Bir Yönem Olarak Yaklaşımı

20. yy'm başlarından itibaren çeşitli nedenlerden dolayı devletin işlevlerinde ve buna bağlı olarak örgütsel yapısında bir genişleme yaşanmıştır. Buna paralel olarak her şey devletten beklenmeye başlanmıştır. Ancak yüzyılın sonunda devlet işlevlerindeki bu artış tersine dönerek, kamu hizmeti olarak nitelendirilen hizmetlerin sınırlandırılması çabalan ortaya çıkmıştır. Bu çabaların en etkili olanı kuşkusuz özelleştirme olmuştur. Ancak kamunun elindeki araç, gereç, mal ve hizmetlerin mülkiyetinin ulusal ya da yabancı özel sektör kuruluşlarına devredilmesi bir çok tartışmayı da beraberinde getirmiştir. Bu tartışmaların en kayda değer olanlarından birisi, özelleştirme yerine kamuya ait kurumlarda ve kamunun iş görme yöntemlerinde rekabeti savunan görüşler olmuştur. Bu çalışma, özellikle yerel hizmetlerin özelleştirilmesine alternatif olarak rekabet mekanizmalarının kullanılabileceğini savunmaktadır.

Competition Approach as an Alternative Method to the Privatisation of Local Services

From the beginning of the 20lh century, for a number of reasons, there has been an expansion of the government's functions and its organizational structure. Parallel to that, expectations from the government also increased. However, towards the end of the century, the expansion observed in the number of functions carried out by governments was reversed and many arguments have been developed to limit the number of services attributed to public services. There is no doubt that the privatization argument was the most effective one among these arguments. However, transferring the equipment, goods and services owned by the government to national or foreign private sector brought about the most heated debates as well. One of the well-known arguments among these is the one that supports the idea of increasing competition in governmental establishments and public provisions. This study argues that the competition argument mentioned above can be safely used as an alternative to the privatization of local public services.
