BİTMEYEN SENFONİ: KUZEY KIBRIS TÜRK CUMHURİYETİ KAMU PERSONEL REJİMİNDE REFORM ARAYIŞLARI

Kamu hizmetlerinin daha fazla vatandaşa ulaştırılması, vatandaş memnuniyetinin kazanılması ve sürdürülebilir bir mali yapıya sahip olunması ancak nitelikli bir kamu personel sistemine sahip olmakla gerçekleştirilebilecektir. Beklentileri karşılayabilecek bir kamu personel yönetimine sahip olmak arzusuyla yola çıkan ülkelerin çoğunun reform çabaları ise başarısızlıkla sonuçlanmıştır. Kuzey Kıbrıs Türk Cumhuriyeti (KKTC) toplumsal, ekonomik ve politik beklentileri karşılayabilmek için Kamu Görevlileri Yasası'nda kapsamlı bir değişikliğe gitmektedir. Bu kapsamda hazırlanan Kamu Görevlileri Yasa Tasarısı uzun bir süredir Cumhuriyet Meclisi'nde beklediği için bitmeyen bir senfoni görünümündedir. Kamu Görevlileri Yasa Tasarısı'nın onaylanması KKTC'nin ekonomik kalkınma ve büyümesine, sunulan kamu hizmetlerinin kalitesinin artmasına ve mali disiplinin sağlanmasına katkıda bulunacaktır. KKTC'de Kamu Görevlileri Yasa Tasarısı'nın onaylanması ve başarıyla uygulanabilmesinde reformun zorluklarının, reform sürecinin ve diğer ülkelerin benzer tecrübelerinin bilinmesi sürece önemli bir katkı sağlayacaktır

Endless Symphony: Seeking Reform in KKTC Public Personel Regime

The delivery of public services to more citizens, the acquisition of citizen satisfaction and a sustainable financial structure can only be achieved with a qualified public personnel system. The reform efforts in most of the countries who are eager to have a qualified public personnel system have been unsuccessful. The Turkish Republic of Northern Cyprus (KKTC) is undergoing a comprehensive amendment on the Public Personnel Act to meet social, economic and political expectations. The draft law prepared to change the Public Personnel Act looks like an endless symphony because it has been on the parliament for a long time. The approval of draft law will contribute to the economic development and growth of the KKTC, to the quality of public services provided and the financial discipline. It is going to be an important contribution to the ratification and successful implementation of Northern Cyprus Public Personnel draft law to getting know the difficulties, processes and other countries’ similar experiences about the reform
