The subject of making Constitutions in which way and by whom is very important as the Constitutions have fundamental functions in shaping and conduct of social life. Generally, the method that is choosen to make a Consitution gives clues about its content. The question that who is going to make the Constitution depends closely to the question that who is holder of the sovereignity. In Democratic States where the sovereignity belongs to public, the power to make the Constitution is also belong to public, nation.
