Kamu Yönetiminde Yönetsel Kapasiteyi E-Katılım Perspektifinden Değerlendirmek

Kamu yönetiminde yönetsel kapasite üzerine yapılan çalışmalar gün geçtikçe art-maktadır. Yönetsel kapasite, kamu politikalarının etkin ve etkili bir şekilde uygulanma-sında önemli bir yere sahiptir. Yönetsel kapasite literatürde farklı bileşenleri içerisinde barındıran şemsiye bir kavram olarak ele alınmaktadır. Bu çerçevede yönetsel kapasiteyi değerlendirmek önce onu bileşenlerine ayırmak ile mümkün olmaktadır. Son yıllarda yö-netsel kapasite içerisinde önemi gittikçe artan en önemli bileşenlerden biri elektronik va-tandaş katılımıdır (e-katılım). Yönetimin politika oluşturma, uygulama ve kamu hizmet-lerinin sunulmasına ilişkin süreçlerine vatandaşların bilgi ve iletişim teknolojileri kana-lıyla katılımı olarak ifade edilebilen e-katılımın yönetsel kapasiteyi geliştirmede önemli faydaları bulunmaktadır. Bu çalışmanın temel amacı da son yıllarda yönetimlerde artan oranda yer verilmeye başlanan elektronik vatandaş katılımının yönetsel kapasite üzerin-deki olası faydalarını analiz etmektir. Bu çalışmada e-katılımın, yönetsel kapasite üze-rinde idarenin meşruiyetini güçlendirme, idareye güven sağlama, hesap verilebilir ve şef-faf bir yönetim sağlama gibi demokratik anlamda değer yaratan faydaları yanında kay-nakları doğru ve yerinde kullanma, var olan ve yeni bilgileri daha az maliyetle depolama, kamu hizmetlerini ve politikalarını daha az maliyetle, daha kaliteli ve hızlı gerçekleş-tirme, liderlik niteliklerini geliştirme gibi yönetsel kapasiteye yönelik ekonomik ve idari kararlar ekseninde değer yaratan faydaları olduğu tespit edilmiştir.

Evaluation of Administrative Capacity in the Public Administration from the Perspective of E-Participation

The studies on administrative capacity in public administration have progres-sively been increasing. The administrative capacity has a significant role in the efficient and effective implementation of public policies. It is acknowledged in the literature that the administrative capacity is an umbrella concept that includes several components. In this regard, evaluating the administrative capacity initially requires setting apart its com-ponents. One of the most important components of the administrative capacity is elec-tronic participation (e-participation), which has become important in the recent years. E-participation that is regarded as public participation in processes of policy making, implementation, and delivery of public services of administration via information and communication technologies has significant benefits in improving the administrative capacity. The aim of this study is to analyze the potential benefits of electronic participation that has widely been employed in governments in the recent years for the administrative capacity. The study finds that e-participation contributes to the administrative capacity at the democratic level by strengthening of legality of the administration, providing trust for the administration, ensuring accountable and transparent administration and also at the economic and administrative level by using resources appropriately and accurately, storing current and new information with low cost, carrying out public services and policies rapidly with high quality and low cost, and improving qualities of leadership.
