Sosyal Güvenlik, kişinin kendisinin ve ailesinin geleceğini maddi yönden güvence altına almasının verdiği hissiyat güvencesidir. Kişi mali olarak birikimleri olsa da zorunlu sigorta gibi, devlet güvencesinde olan bir hakkının varlığı kişinin geleceğe, daha umutla bakması açısından ve geride kalan aile bireylerine bir anlamda gelir garantisi anlamı taşıyan güvence sağlanması nedeniyle tercih sebebi olmaktadır. Bireyler bu sistem ile bütçelerinde dengeleme sağlayarak bu dengenin bozulmasına karşı bir tür güven sağlamış olurlar. Bu çalışmada Türk Cumhuriyeti ve diğer Türk Cumhuriyetleri’nin ekonomik gelişim süreçleri ve sosyal güvenlik sistemlerinin oluşturulma aşamalarını ifade edilmiştir. Daha önceki yapılan akademik makale, tezler ve de çeşitli ulusal ve de uluslar arası çalışmalardan da yararlanılarak hazırlanan, bu çalışma ile birlikte Türkiye ve diğer Türk Cumhuriyetleri devletlerinin birbiri ile karşılaştırılması da söz konusu olacaktır. Bu sebeple çalışma, daha da fazla önem arz etmektedir. Geçmiş dönem çalışmalarında Türk Cumhuriyetleri Devletleri’nin ekonomisi ve sosyal güvenliği konusunda yeterli araştırmalar yapılmadığı için, bu çalışma yeni bir anlam daha kazanmıştır.

Social Security is the assurance of the feeling that the person is financially assured of his or her family's future. Even though the person has financial savings, the existence of a right under state security, such as compulsory insurance, is a cause of choice for the person to look at the future with more hope and to provide the family members who are left behind with a guarantee of income. By balancing their budgets with this system, individuals provide a kind of confidence against the deterioration of this balance. In this study, the economic development processes of Turkish Republic and other Turkic states of the stages of the creation of social security systems were stated. This study will also compare the states of Turkey and other Turkic Republics with each other. Therefore, the study is of even greater importance. This study gained a new meaning because there was not enough research on the economy and social security of the states of the Turkic States in the past studies.
