Okullarda Etkili Stratejik Plan Hazırlama Süreci: Bir Eylem Araştırması

Milli Eğitim Bakanlığı, 5018 sayılı Kanun gereğince tüm okullardan kendi stratejik planlarını hazırlamalarını istemiştir. Bu doğrultuda çalışmanın amacı, stratejik planı tanıtmak, sürecin nasıl işlediğini açıklamak ve okullarında stratejik plan hazırlayacak kişiler için somut bir örnek oluşturmaktır. Çalışma nitel bir araştırma olup eylem araştırması yöntemi uygulanarak Gaziantep ilinde bir özel okulda gerçekleşmiştir. Çalışmada ilk önce stratejik planın ne olduğu, uygulandığı kuruma faydaları, tarihsel gelişim süreci ve Türkiye’deki yasal alt yapısı, eğitim kurumlarındaki yeri ve öneminden bahsedilmiştir. Daha sonra stratejik plan oluşturma basamakları üzerinde durulmuş ve süreç açıklanmıştır. Çalışma sonucunda, kuramsal çerçevede bahsedilen stratejik planlama sürecinin basamaklarına uygun olarak bir okulun stratejik planı oluşturulmuştur. Planın başarıyla oluşturulması ve uygulanmasında okulun yönetsel yapısı ve desteği, okul çalışanlarının gerekli eğitimleri almaları, öğrenci ve velilerin de sürece dahil olmaları ve stratejik planlama ekibinin özverili çalışmaları büyük önem taşımaktadır. Çalışmanın son bölümde ise, stratejik planın oluşturulması sırasında etkili bir stratejik plan hazırlanırken dikkat edilmesi gereken noktalar üzerinde durulmuş ve okullarda stratejik planın hazırlanması ve uygulamasına yönelik önerilerde bulunulmuştur

The Process of Effective Strategic Plan Development for Schools: An Action Research

Ministry of National Education called for every school nationwide to prepare their own strategic plan (SP) as a requirement of 5018 numbered law. In this regard, the aim of this paper is to detail the notion of SP, explain the process of strategic planning and provide a concrete example for those who will prepare SP for their own schools. This is a qualitative study which employed action research approach and conducted in a private school in Gaziantep. The study initially focuses on the basis of SP, benefits of SP to the institutions where it is applied, historical development of the notion of SP, and constitutional infrastructures of SP in Turkey, and the position and importance of SP in educational institutions. Then the formation process of a SP becomes the focus of attention and is described in detail. On the basis of the theoretical framework, the strategic planning of a school is composed. The SP is successfully achieved due to administrative structure of the school and its support, required trainings given to the members of staff, participation of the students and their parents into the planning process and the remarkable efforts of the SP team. In the final section of the study, the issues to be considered for the preparation of effective SP are discussed and certain suggestions are made for the formation and implementation of SP in schools
