Öz Kuruluş ve tesis yeri seçimi; kuruluşlar için değiştirilmesi yüksek maliyetli, en iyi karar vermeyi gerektiren, uzun dönemli stratejik yatırımlardır. Bu tür yatırım kararları alınırken yer seçimine etki eden kriterlerin belirlenmesi büyük önem arz etmektedir. Bu kriterler; kurulacağı bölgenin coğrafik, kültürel, ekonomik, çevresel, demografik, hukukî yapısına göre değişkenlik göstermektedir. Bu araştırmada, bugüne kadar kuruluş yeri seçimine yönelik yapılan araştırmalarda, dikkate alınmayan faktörlerin ortaya konulmasını sağlamak ve bu duruma etki eden faktörlerin tespit edilmesi amaçlanmıştır. Bu amaç doğrultusunda 40 maddeden oluşan anket, Doğu Anadolu Bölgesinde lojistik ve tedarik alanında uzman kamu ve özel sektör çalışanları ile akademik personelden basit tesadüfi örnekleme yoluyla seçilen 462 kişi üzerinde uygulanmıştır. Çalışmanın uygulama bölümünde bölgede kuruluş ve tesisi yeri seçiminde etkili olan faktörlerin belirlenmesinde binary (ikili) lojistik regresyon analiz metodu kullanılmıştır. Sonuç olarak, uygulanan model yardımıyla katılımcıların bölgeye yönelik tutumları ve tesis yeri seçimi konusunda fikirleri belirlenmiştir. Ayrıca çalışmanın sonucunda, bölgenin lojistik merkez olabilmesi adına fiziksel ve kurumsal alt yapı alanında bazı iyileştirmeler yapması gerektiği yönünde önerilerde bulunulmuştur.Anahtar Kelimler: Ulaştırma ve Lojistik, Kuruluş Yeri Seçimi, Basit Tesadüfî Örnekleme, Lojistik Regresyon, Binomial Lojistik RegresyonAbstract: Decision for the Enterprise and its location is a long term strategic investment that requires the best judgement and also a high-cost to change for the companies. Determination of criteria on the selection of enterprise location carries utmost significance.  These factors show variability with regard to the facility's geographic, cultural, economic, environmental, demographic, juridical structures. Under the scope of this research, the researches until now, about choosing location of enterprise, it is aimed to show slubbered factors and to detect the factors which affect this situation. In accordance with this aim, a survey consisting of 40 questions was applied to private & public sector employees who are experts about logistics and procurement and 462 academics who were chosen randomly in Eastern Anatolia region.  The binary regression analysis method was used on determining the factors of choosing location of enterprise within the survey. The result of analysis determined the attitudes and decisions of the participants towards the selection of enterprise location.
