Toplumların kültürel birikimlerinin gelişmesinde katkısı oldukça yüksek olan müzeler, ülkelerin kültürel faaliyetlerinin vazgeçilmez bir unsurudur. Dolayısıyla müzelerin etkin bir şekilde yönetilmesi ve ilgili kaynakların etkin kullanımı oldukça önemlidir. Bu noktada gerçekleştirilen çalışmanın temel amacı, Kültür ve Turizm Bakanlığı Kültür Varlıkları ve Müzeler Genel Müdürlüğü’ne bağlı müzelere sahip 20 ilin 2009-2011 döneminde etkinliklerinde meydana gelen değişimi belirlemektir. Bu çalışma için literatürde sıklıkla kullanılan Malmquist-Toplam Faktör Verimliliği (TFV) endeksi yöntemi kullanılmıştır. Yapılan analizler sonucunda, ilgili dönemde müzelerin etkinliğinde meydana gelen değişim ve bu değişimin kaynakları ortaya konulmuştur. Buna göre, ilgili dönemde müzelerin toplam faktör verimliliğinde % 15,7 oranında artış sağlandığı belirlenmiştir. Bu artışın temel nedeni olarak ise müzelerin teknolojik değişimlere uygun faaliyet göstermesi belirlenmiştir.

The contribution of museums in the development of the cultural heritage of the societies is very high and museums are also indispensable element of the cultural activities. Therefore, effective management of museums and effective use of resources is very important. In this point, the main objective of the study is to determine the efficiency change in the period of 2009-2011 of 20 cities which have museums affiliated to the Ministry of Culture and Tourism General Directorate of Cultural Heritage and Museums. For this purpose, Malmquist-Total Factor Productivity (TFP) index method referred frequently in the literature was used. As a result of the analyzes, the change in the museum efficiency and the sources of this change in the period have been introduced. Accordingly, the fact that there is an increase by 15.7% in total factor productivity of museums was determined for the relevant period. The main reason for this increase was determined as operating in accordance with the technological changes.
