Avrupa’da Kamu Sektöründe İnovasyon ve Yenilikçi Yöntemler

İnovasyon, kamu yönetiminden daha çok özel sektör ile ilgili bir kavram olarak algılanmaktadır. Ancak kamu sektöründe de özellikle Avrupa ülkelerinde oldukça yenilikçi uygulamalar vardır. Çalışma bu uygulamaları tanıtmayı amaçlamaktadır. Ayrıca kamu sektöründe inovasyon kavramı etrafında yürütülen tartışmaları ele almaktadır. Avrupa’da kamu yönetimi alanında inovasyon denince ne anlaşılmaktadır? Avrupa ülkelerinin kamu hizmeti ve kamu yönetimi ile ilgili olarak uygulamaya koydukları yenilikler nelerdir? Makale bu sorulara cevap vermeyi ve birkaç örnek uygulamaya değinmeyi amaçlamaktadır. Özellikle bürokrasiyi azaltmaya ve bilgi-iletişim teknolojilerini kullanmaya yönelik olarak geliştirilen politikaların incelenmesi, Türkiye’deki benzer çalışmalara ışık tutabilir

Innovation is mostly considered as a concept related to private sector rather than public sector. however, especially in European countries, several innovative practices can be witnessed. The paper aims to introduce these applications. It also deals with the discussions on the concept of innovation in public sector in European spheres. What is understood from innovation in public sector in Europe? What are the innovative practices implemented by European countries as regards public service and public administration? The article aims to provide answers to such questions. Examination of policies which specifically aim to decrease bureaucratism and employ information and communication technologies can shed light to similar efforts in Turkey
