Sovyet Sonrası Dönemde Rusya’da İdari Reform Politikaları

Bu çalışmada Sovyetler Birliği’nin dağılmasından sonra Rusya’da uygulanan idari yeniden yapılanma ve reform süreci incelenmiştir. Komünist yönetim anlayışından piyasa ekonomisi odaklı bir anlayışa geçilmesi, birçok değişimi beraberinde getirmiştir. Bu noktada, Yeltsin ve Putin dönemlerinde değişim ve dönüşüm aşamasında hangi oyuncuların ve faktörlerin sürece dâhil olduğu sorgulanmıştır. Politika transferi yazınından hareketle kamu politikalarının uygulanmasında gönüllü ya da zorlayıcı formların olup olmadığı da incelenmiştir. Sonuç olarak, piyasa ekonomisi ve merkeziyetçi yönetim anlayışının bir çelişki gibi görünmesine rağmen, bu süreç Doppelganger kelimesinin “çift gezer, birlikte hareket eder” anlamlarıyla açıklanmıştır

In this study, administrative reconstruction and reform processes of post-Soviet Russia will be examined. The transition from communism to market economy has brought substantial changes at the administrative domain in Russia. The study explored the players and factors contributed to administrative change and transformation process in Yeltsin and Putin rule. Departing from policy transfer literature, it was also examined whether implementation of public policy took the voluntary or coercive forms. In conclusion, though market economy and centralized administration system seem like a contradiction, this process was explained with reference to ”Doppelganger” which means “dual goes, together moves”.
