Safevi Devleti’nin kuruluşunda Anadolu’da bulunan Kızılbaş Türkmen aşiretlerin önemli bir rolü bulunmaktadır. Şah İsmail’in zuhuruyla birlikte bu aşiretlerin İran’a yöneldiklerini ve Safevilerin insan gücüne önemli katkıda bulunduklarını görmekteyiz. Ulama Sultan da diğer Kızılbaşlar gibi Safevilerin hizmetine girmek için İran’a gitmiştir. Şah İsmail’in ölümünden sonra ortaya çıkan iktidar çekişmesinden dolayı ihtilaf içerisine girdiği Şah Tahmasb’a karşı Osmanlı Devleti’nin saflarına geçmiştir. Osmanlı Devleti’nde önemli görevler üstlenen Ulama Sultan’ın İran üzerine açılan Irakeyn Seferi’nde etkili olduğunu görmekteyiz. Ulama Sultan’ın kabile taassubu ile hareket ederek rakip devlete sığınması Safevilerin merkezileşme çabalarını anlamak açısından da önemli bilgiler vermektedir.
