İnsanlığın yaşadığı günümüz Dijital Çağı’nda, teknolojik gelişimin ve inovatif faaliyetlerin süreklilik arz etmesiyle birlikte, dünyada yapay zekâ olgusu son derece önemli bir hale gelmiştir. Teknolojik gelişime büyük önem veren ve uluslararası politik/ekonomik konjonktürde sıklıkla birbirleriyle güç mücadelelerinde bulunan Amerika Birleşik Devletleri ile Çin Halk Cumhuriyeti de, küresel açıdan yapay zekâ konusunda rekabet halinde olan öncü ülkelerdir. Ayrıca yapay zekâ olgusunun önemini kavrayan Türkiye ve Rusya gibi pek çok ülke de, bu alana yönelik olarak büyük ekonomik yatırımlar yaparak, çeşitli teknolojik-bilimsel çalışmalar gerçekleştirmektedir. Dolayısıyla, bütün bu olgular, uluslararası alanda yapay zekâ rekabetinin ortaya çıktığını somut bir biçimde gözler önüne sermektedir. Çalışmada, uluslararası alanda artan yapay zekâ rekabetiyle birlikte ortaya çıkan bu durumun Türkiye-Rusya özelinde yapay zekâ entegreli savunma sanayi teknolojilerine yansımaları analiz edilecek ve Türkiye’de sürdürülen yapay zekâ çalışmaları siyaset üstü ulusal bir perspektiften incelenecektir.

In today’s Digital Age, with the continuity of technological development and innovative activities, the phenomenon of artificial intelligence has become extremely important in the world. The United States of America and the People’s Republic of China, which attach great importance to technological development and are often in power struggles with each other in the international political/economic conjuncture, are also the leading countries competing in the field of artificial intelligence from a global perspective. In addition, many countries such as Türkiye and Russian Federation, which understand the importance of the phenomenon of artificial intelligence, carry out various technological scientific studies by making large economic investments in this field. Therefore, all these facts concretely reveal the emergence of artificial intelligence competition in the international arena. In the study, the reflections of this situation, which has emerged with the increasing artificial intelligence competition in the international arena, on the artificial intelligence integrated defense industry technologies in Turkish-Russian relations will be analyzed and the artificial intelligence studies carried out in Türkiye will be examined from a supra-political perspective.
