RUBİCON'U GEÇMEK?* ONUNCU YILINDA AVRUPA KOMŞULUK POLİTİKASI

AB genişlemesinin hızını yitirmesi ile güvenlik tehditlerinin yoğunlaştı- ğı bölgeleri kapsayan Avrupa Komşuluk Politikası AB içinde daha fazla gündeme gelmeye başlamıştır. Esas itibariyle AB genişleme politikasının yöntem ve araçlarının kullanıldığı ve ABnin on yılı aşkın süredir uyguladığı politika, mevcut durumuyla çoğunlukla eleştirilere konu olmaktadır. Bu makalenin amacı, Avrupa Komşuluk Politikasının eleştirilere konu olan uygulama ve sonuçlarını teorik bir çerçevede tartışmaktır. Makalenin temel savı, genişleme politikası ile aynı yöntem ve araçlar kullanıldığı halde, Komşuluk Politikasının, son AB genişlemelerini açıklamada kullanılan yaygın teorik yaklaşımlar ile tam anlamıyla açıklanamayacağı noktasıdır. Özellikle Doğu Genişlemesini açıklamak için kullanılan rasyonel ve inşacı teorilerden, rasyonel kurumsalcı ve sosyolojik kurumsalcı yaklaşım, komşuluk politikası gelişme ve sonuçlarını açıklamakta yetersiz kalmaktadır.

CROSSING THE RUBICON? EUROPEAN NEIGHBOURHOOD POLICY FOR A DECADE

European Neighbourhood Policy which comprises the regions where the security threats have been concentrated came to the forefront of the EU agenda due to the fading EU enlargement. This policy which basically uses the enlargement policys method and tools has been usually criticized with its current state. The aim of this article is to analyse the problems of European Neighbourhood Policy through a theoretical framework. Main argument of the article is that, European Neighbourhood Policy which uses the same method and tools with the enlargement policy cannot be fully explained through the widespread theoretical approaches used for explaining the latest EU enlargement rounds. Rationalist and constructivist theories, specifically the rational institutionalism and sociological institutionalism have deficiencies in explaining the Neighbourhood Policy developments and results.
