Dilemmas of Turkish foreign policy

Türkiye'nin çevresindeki son siyasi gelişmeler dış politikanın yürütülmesini kamuoyundaki tartışmaların merkezine taşıdı. 1990lı yıllarda Özal'ın ak-tivist politikaları da yoğun eleştiriye maruz kalmıştı ancak AKP hükümetiyle tartışmalar yeni bir seviyeye ulaştı. Dışişleri Bakanı Davutoğlu yeni politikaları siyasi alanın tarihi ve kültürel temelleriyle anlaşılmasıyla bağdaştırmıştı. Eleştiriler de aynı noktadan hareket ederek AKP hükümetinin politik tercihlerinin ideolojik olarak düğümlendiğini ve Türkiye'nin hayati çıkarlarını göz ardı ettiğini iddia ettiler. Bu tartışmalar, Türk diplomasisinin teorik temellerinin konulması açısından faydalı olsa bile küresel ölçekte gerçekleşen yapısal değişiklikleri gözden kaçırıyor. Bu makale Özal zamanında başlayan ve AKP hükümeti zamanında zirveye ulaşan yeni politika tercihlerinin bu temel değişimlere bir tepki olduğunu ortaya koymayı hedefliyor.

Türk dış politikasının ikilemleri

Recent political developments in Turkey's neighborhood brought foreign policy conduct into the center of public discussions. In the 1990s Özal's activist policies were also subject to heavy criticism but the intensity of the debates was carried to a new level during AKP government. Foreign Minister Davutoğlu based the new policy on a historically and culturally based understanding of the political realm. Critics also moved from the same point of view, claiming that the policy conduct of AKP government was ideologically motivated and disregarded Turkey's vital interests. Those controversies, though valuable in lying out the theoreticalfoundation for the new Turkish diplomacy, misses the impact of structural changes taking place on a global scale. This paper aims put forward that Turkey's new policy initiatives starting with Özal and culminating during AKP government are a response to those fundamental changes.
