Die europaeische union als Aussenpolitischer akteur in der nanchbarschaft ? Eine kohaerente europaische nanchbarschaftspoşitik im Östlichen Europa südkaukasus

Uyumlu bir Avrupa komşuluk politikası ihtiyacı, bu makalenin konusunu teşkil etmektedir. Ulusal dış politikaların küreselleşmesi sürecinde etkin bir araç olarak kullanılan komşuluk politikaları, sınırdaş ülkelere yönelik etkili bir politika geliştirme konusunda genişleyen Avrupa Birliği üzerinde baskı yaratmaktadır. Doğu'ya doğru genişleme sürecini ve Avrupa Topluluğunun kendi iç dinamiklerini göz önünde bulunduran Birlik, norm ve kural temelli bir Avrupa komşuluk politikası oluşturma yoluna gitmiş;bu kapsamda, komşuluk ilişkilerini yürütürken genişleme politikasında olduğu üzere mevcut kurumları ve siyasi mekanizmaları esas alan bir yöntem izlemiştir.

Die Forderung nach einer kohârenten Europâischen Nachbarschaftspolitik soil in diesem Papier dargestellt werden. Die globalen und nachbarschaftlichen Politiktrends in den nternationalen Beziehungen erhöhen den Druck auf die erweiterte Europâische Union, eine effiziente Politik gegenüber den unmittelbar angrenzenden Staaten zu entwickeln, um gemeinsam und erstarkt der voranschreitenden Globalisierung der Austragung nationaler Aufienpolitik zu begegnen. In Anbetracht der Osterweiterung und der internen Entwicklung in der Gemeinschaft hat die EU die Europâische Nachbarschaftspolitik ins beben gerufen, die sich als norm- und regelgeleitet erweist und in Anlehnung an gegenwârtige Politikmuster und politische Mechanismen wie die Erweiterungspolitik und bestehende Organisationen die Ausgestaltung und die Austragung der nachbarschaftlichen Beziehungen dominiert.
