Bilimsel Gelişme Tarihi Açısından Karşılaştırmalı Dış Politika Analizi: "Birinci Nesil" Çalışmalar

Makalemiz, uluslararası ilişkiler alanına bağlı bir disiplin olarak karşılaştırmalı dış politikanın altyapısını ortaya koymayı amaçlamaktadır. Çalışmada, konuyla ilgili ilk nesil analizcilerin geliştirdikleri temel metotlar, bilim teorisinin başlıca açıklama yöntemleri olan teleolojik-motivasyonel ve mekanik-fonksiyonel yaklaşımlar, modeller ve tipolojiler bilimsel gelişme tarihi perspektifinden ortaya konulmuştur. Bununla birlikte, ampirik araştırma çerçevelerinin geliştirilmesi ve karşılaştırmalı metodun dış politika alanına tatbik edilmesi ile ilgili bazı sorunlar tartışılmıştır. 950'ler-80'ler arası dönemin ilk nesil dış politik analizcilerinin büyük kısmının, karşılaştırmalı dış politika analizleri yaptıkları görülmektedir. Bu disiplinin temsilcileri, dış politikayı belirleyen içsel ve dışsal faktörler arasında yakın ilişkilerin olduğu konusunda da hemfikir olmuşlardır.

Comparative Foreign Policy Analysis from the Perspective of Scientific Evolution History: Studies of the "First Generation" Analysts

This article outlines the background for the comparative foreign policy as a subfield within the field of international relations. It describes the main methods-, explanation ways in scientific theory i.e., teleologic-motivational and mechanistic-functional; models; typologies; and approaches represented in the field, from the perspective of the scientific development history. n addition, the problems relating to the development of frameworks for empirical research and the application of comparative method to the study of foreign policy are discussed, From the beginning of 1950s to 1980s, the first generation of many foreign policy analysts was engaged in comparative foreign policy analysis. Students of this discipline seem to be well-aware of the close interaction of domestic and international factors.
