2008 ABD Mâlî Buhranının İktisat Sahasındaki Nebevî Öğretiler Açısından Tetkiki

Allah Rasûlü (sav) insanlığa hayatın her sahasında gerekli öğretilerle gelmiştir. Haksız kazancı engelleme gayesine mebni birçok iktisâdî esas bu öğretiler arasındadır. Bu nebevi yönlendirmelerin tespiti kadar günümüz için güncelliğinin ve uygunluğunun ortaya konması da fevkalade önemlidir. Zira günümüz dünyasında iktisâdî ve mâlî hayat hayli gelişmiş bir yapı arz etmektedir. Bu çalışmada Amerika Birleşik Devletleri’nde 2008 senesinde ivme kazanan ve sonraki senelerde sadece ABD’de değil tüm dünyada tesirini hissettiren ve iktisatçılar tarafından 1929’daki Büyük Buhran’dan sonra meydana gelen en büyük mâlî buhran ve iktisâdî durgunluk dönemi olarak nitelenen hadiseler zincirini iktisâdî sahada bulunan nebevi öğretilerin güncel kıymetini göstermek amacıyla tetkik etmek istiyoruz. Yaptığımız incelemede bizzat Amerikalı iktisatçıların yaşanan krizle alakalı tahlil ve tespitleri esas alınmıştır. Böylece sünnette yer alan iktisâdî buyrukların ihlalinin yol açtığı neticeler daha ikna edici ve etkili bir şekilde görülebilecektir. Mezkûr mâlî buhranın temelleri tüketicilerin gelirlerini zorlayacak şekilde borçlanmalarıyla atılmıştır. Ödeme gücü olmayan insanlara verilen konut kredileri faizlerin yükselmesiyle ödenememeye başlamıştır. Gerek değişken faizli konut kredilerinin verilmesinde gerekse bu kredilere dayalı türev borç senetlerinde bir yandan yatırımcıları aldatıcı uygulamalar diğer yandan fiyat ve risk açısından garar (kapalılık/ aşırı belirsizlik) söz konusu olmuştur. Kanaatimizce bu mühim vakanın dikkatli bir tahlili İslamın iktisâdî öğretilerinin güncel önem ve değerini oldukça berrak bir şekilde ortaya koymaktadır.

The Examination of the 2008 USA Financial Crisis From the Perspective of Prophetic Teachings in Economic Field

Prophet (pbuh) brought humanity with the required teachings in all fields of life. Among these teachings are a number of economic principles with the goal of preventing unjustified earnings. Proving the actuality and appropriateness of these prophetic guidances these are as important as their determination. This is because in today’s world the economic and financial life has been quite developed. In this study we want to examine the chain of events that gained momentum in the United States of America in 2008 and made its impact felt not only in the USA but also all over the world in the following years, and which is described by economists as the greatest financial crisis and economic recession that occurred after the Great Depression in 1929 in order to demonstrate the current value of prophetic teachings in the economic field. In our examination the analyses and evaluations of the American economists related to the crisis were taken into consideration. This way, the consequences caused by the violation of the economic orders in the sunnah will be seen more convincingly and effectively. The foundations of the aforementioned financial crisis were laid by the borrowing of consumers in a way that would strain their income. Mortgages given to people who do not have sufficient income began not to be paid due to the rise in interest rates. Both in the issuance of adjustable rate mortgages and in derivative debt securities based on these mortgages there were practices that deceived investors on one hand and extreme uncertainty in terms of price and risk on the other hand. In our opinion, a careful analysis of this important case reveals quite clearly the current importance and value of the economic teachings of Islam.
