Perception of Technological Development in Education as a Public Service and Policy Area and Digital Education

There are developments in the field of education as a public serviceissue, generally on earth, specifically in Turkey. In this study,“digital education” and “e-learning” public policies which are thefocus of these developments will be analyzed by examining thedevelopments. Thus, the study lies on two main axes: technologicaldevelopments in education as public service and public policy ondigital education. This scientific study has taken place in a descriptiveand analytical framework and includes the latest developments inthese fields and makes current conclusions. The main aim is toreach a synthesis with reaching an explanatory text by examiningthe progress and developments in these areas. Another aim is todraw attention to the importance of these issues and to the criticalvalue they carry today and especially for the future. The literaturein these areas has been formed recently, and more interest andscientific research have definitely been needed because therehaven’t been enough research and academic work on the topic ofthe development of educational technology and digital educationyet. Digitalized education and e-learning are now becoming morepossible and preferable. When predictable and unpredictabledevelopments in the future are taken into consideration in thesematters, it should not be delayed to produce real and functionalpublic policies and to digitize the education ,which is a basic publicservice, in the most functional forms and conditions.
