Bu çalışmada, insani yardım örgütlerin sahip olduğu kurumsal yeteneklerin afet odaklı yetkinlikler üzerindeki doğrudan etkisini değerlendirmek, afet odaklı yetkinliklerin afet yönetim performansı üzerindeki etkisini tespit etmek ve böylece afet yönetim performansının alt yapısının incelenebileceği bir model geliştirmek amaçlanmıştır. Veriler, Türkiye’de afet yardım alanlarında faaliyet gösteren 14 kamu ve sivil toplum kuruluşlarında çalışan 294 kişiden toplanmıştır. Analiz bulguları, kurumsal yeteneklerin afet odaklı yetkinlikler üzerinde olumlu bir etkisinin olduğunu, afet odaklı yetkinliklerin de afet yönetim performansını olumlu yönde etkilediğini göstermektedir. Kapsamlı bir afet yönetim mekanizmasında en önemli faktörlerden birinin kurumlar arası işbirliği ve koordinasyon olduğu ve yönetimin başarısının ağırlıklı olarak bu anahtar faktöre bağlı olduğu görülmüştür. Ayrıca afet koşulları dikkate alındığında; mevcut araştırma ile afet yönetiminde lojistik hizmet etkinliğinin hayati öneme sahip olduğu sonucuna da ulaşılmıştır.

This study aims to assess the direct impacts of humanitarian organizations institutional capabilities on disaster-oriented competencies, to assess the direct impact of the disaster-oriented competencies on disaster management performance, and thus to develop a model to investigate the antecedents of disaster management performance. The data used in this research were carried out in a sample of 294 professionals working at the 14 humanitarian aid organizations in Turkey. The results exposed that institutional capabilities and disaster-oriented competencies were positively related, further disaster-oriented competencies were also positively related with the antecedents of disaster management performance. Inter-organizational cooperation was perceived as one of the most important factor in a comprehensive disaster management and the success of the management was found to be linked to this key factor. In addition considering the disaster conditions, the results of the present study showed that logistics service was a vital activity for the duration of catastrophes.
