KAMU LİDERLİĞİ ROLLERİNİN KAMU PERSONELİNİN SANAL KAYTARMA DAVRANIŞLARI ÜZERİNDEKİ ETKİSİ: TRA1 BÖLGESİNDE BİR ARAŞTIRMA

Bilgi iletişim teknolojilerinin hızlı gelişimine paralel olarak, bunların çalışma yaşamındaki kullanımı oldukça fazla artmıştır. Ancak bunların hızla artan kullanımı, bir takım olumsuz örgüt davranışların oluşmasına neden olmuştur. Bu davranışlardan en dikkat çekeni sanal kaytarma olgusudur. Bu çalışma kapsamında kamu kurumlarında sanal kaytarma olgusu önemli ve önemli boyutları itibariyle irdelenmektedir. Ayrıca kamu kurumlarının özel sektörden farklı olarak kendine özgü dinamiklerinden kaynaklı olarak ortaya çıkan bir takım liderlik türleri/rolleri bulunmaktadır. Bunlar üzerinde de durulmaktadır. Bu çalışmanın temel amacı kamu kurumlarının kendine özgü liderlik rollerinin sanal kaytarma davranışları üzerindeki etkisinin araştırmaktır. Bu amaç doğrultusunda TRA1 bölgesinde görev yapan ve çalışma süreçlerinin çoğunu bilgisayar başında geçiren akademik personel üzerinde bir anket çalışması yapılmıştır. Bu bölgede yer alan dört devlet üniversitesinde çalışan akademik personelin sanal kaytarma davranışlarında kurum yöneticilerinin sahip oldukları roller araştırılmıştır. Araştırma sonucunda liderlik rollerinin tamamının sanal kaytarma türleri üzerinde çeşitli yönlerde ve seviyelerde etkili olduğu sonucuna ulaşılmıştır.

THE EFFECT OF PUBLIC LEADERSHIP ROLES ON CYBERLOAFING BEHAVIORS OF PUBLIC STAFF: A RESEARCH IN TRA1 REGION

In parallel with the rapid development of information communication technologies, its use in working life has increased considerably. However, their rapidly increasing use has led to the formation of some negative organizational behaviors. The most striking of these behaviors is the phenomenon of cyberloafing. Within the scope of this study, the phenomenon of cyber loafing in public institutions is examined in terms of its important and important dimensions. In addition, public institutions have a number of leadership types / roles that arise from their unique dynamics, unlike the private sector. These are also emphasized. The main purpose of this study is to investigate the effect of specific leadership roles of public institutions on cyber loafing behaviors. For this purpose, a survey was conducted on the academic staff working in the TRA1 region who spend most of their working processes on the computer. The roles of institution administrators in cyber-loafing behaviors of academic staff working at four state universities in this region were investigated. As a result of the research, it was concluded that all leadership roles are effective on virtual loafing types in various directions and levels.
