Küreselleşerek küçülen dünyamızda işletmelerin en büyük birikimlerini insan sermayesi ve bu sermayeden elde edilen bilgi oluşturmaktadır. Bu bilginin iyi bir şekilde işlenip, depolanarak zaman içinde işletmenin ana sermayesi haline getirilmesi doğru bilgi yönetimi ile olmaktadır. Bilgi yönetimi yöntemleriyle işletmenin yapısal sermayesine dönüşen bilginin işletme için bir kazanç haline getirilebilmesi ise, işletmenin öğrenen bir kültür yaratabilmesi ile mümkündür. Bu amaçla modern öğrenme tekniklerinden olan e-learning’in işletme içinde kullanılması zaman ve maliyet açısından büyük bir kazanca neden olacaktır. E-learning gibi bir öğrenme yönteminin günümüz Türk işletmelerinde kullanılması dünya pazarlarında rekabet edebilme şansı yaratacaktır.

The major accumulation of the administrations in the world that becomes smaller with the globalization is the human capital and the information obtained via this capital. Welloperated and stored information can be transformed into main capital of the administration within a time period, only by correct knowledge management. Bringing the knowledge; transformed into the constitutional capital of the administration with information management and methods, to benefit, is possible if only an instructing culture is created by the administration. For this purpose, using the modern instruction techniques such as e-learning in the administration can be profitable in time and cost. Thus, also Turkish administrations using the instruction methods like e-learning can constitute the chance of rival in the world market.
