Çağdaş dünyamızda, ülkelerin gelişmişlik düzeyleri ne olursa olsun en önemli sosyal ve ekonomik sorunlarının istihdam ve işsizlik olduğuna hiç şüphe yoktur. Diğer taraftan, batı toplumlarında sanayi ve teknolojide elde edilen başarılara rağmen, günümüzde işsizlik oranları %10’ların üstüne çıkmıştır. Türkiye’de de işsizlik oranı Çalışma ve Sosyal Güvenlik Bakanlığı’nın yaptığı Kriz 2001 öncesi açıklamalarına göre %20’lere ulaştığı tahmin edilmektedir. 2001 Kriziyle birlikte bu oranın %30’lara ulaştığı beklentisi vardır. Türkiye’de işsizlik sigortası sisteminin kurulması fikri ve bununla ilgili çalışmaların 40 yılı aştığı bilinmektedir. Bunun sonucunda 25 Ağustos 1999 kabul tarihli ve 4447 sayılı “İşsizlik Sigortası Kanunu" ile konu uygulama alanı bulmuştur. Bu çalışmada 4447 sayılı Kanun kapsamında işsizlik sigortasının önemi, yararlanma koşulları ve sağlanan yardımlar ele alınmıştır.

It is certain that unemployment and employment are two of the most important social and economic issues facing today’s world no matter how well-developed countries are. On the other hand, despite the progress achieved in both industrial and technological fields in western communities, unemployment rates have risen above 10% today. In Turkey, according to the figures revealed before economic crisis of 2001 by Ministry of Labour and Social Security, the unemployment is estimated to reach as much as 20%. Following the crisis the rate is expected to go up to 30%. It is well known that the idea of establishing unemployment insurance benefit system and efforts related to such a scheme have been on agenda for 40 years.
