KENYA CUMHURİYETİ’NDE ÇOCUK KORUMA SİSTEMİMAKİMEİ ÇOCUK EVİ ÖRNEĞİ
Bu makalede Kenya Cumhuriyeti çocuk koruma sistemi yasal arka planı ile ele alınmışve güncel ulusal çocuk koruma sisteminin resmi çekilmiştir. Birleşmiş Milletler Çocuk HaklarıSözleşmesi’ne taraf devlet olan Kenya’da her ne kadar makro politikalar ve yasalar eskiye göredaha gelişmiş ve kapsayıcı olsa da önemli boşluklar ve sorunlar bulunmaktadır. Bu boşluklar,doğum kayıtlarının yetersizliği, yetersiz sayıda insan kaynağı, sosyal hizmetlere kısıtlı erişimgibi konular hakkında olup, işlevsel bir çocuk koruma sisteminin tesisine engel olmaktadır.Bahsi geçen sorunlar bu makalede sağlık, eğitim, güvenlik ve çocuk korumada alternatif bakımyöntemleri alt başlıkları ile ele alınmıştır. Araştırmacı, 2017 yılında başkent Nairobi MakimeiÇocuk Evinde gönüllü sosyal hizmet uzmanı olarak bulunmuştur. Belirtilen çocuk evindekiçocuk bakım ve korumanın betimlenmesinin de ulusal çocuk koruma sisteminin uygulamayayansımasını göstermek amacı ile eklenmesi uygun görülmüştür.
CHILD PROTECTION SYSTEM IN THE REPUBLIC OF KENYA THE CASE OF MAKIMEI CHILDREN’S HOME
This article has taken the national child protection system and policy of Republic of Kenya as the main subject. Although there has been major improvements in political and legal aspects in Kenya as a country which ratified the United Nations Convention on the Rights of the Child, there are still problems which are mainly about the childbirth registry, the inadequate human resources and the limited access to social services. These are obstacles to a functional child protection system. In this study, the mentioned problems are categorically discussed under the headings; health, education, safety and alternative child protection systems. The author worked as a voluntary social worker at Maikemei Children’s Home in the capital city, Nairobi in 2017. Besides, it has been thought that the description of the system at the Makimei Children’s Home would be helpful for the readers to understand the reflection of the child protection policy and legal framework at the practical level.
