1909 yılında çıkarılan bir kanunla Gayrimüslimlerin askere alınmasına tepkigösteren Rum gençleri, Yunanistan’a firar etmeye başlamıştır. Balkan Savaşı’ndansonra bunları, yakın akrabaları izlemiştir. Uyguladığı soykırım politikası ile,Makedonya’yı Türklerden temizleyip Rumlaştırmak isteyen Yunanistan, bu göçleri teşviketmiştir. Atina’nın kışkırtması ile, Trakya ve Batı Anadolu’da yaşayan Rumların da,topluca göç hazırlıklarına başladıkları görülmüştür. Fakat Dahiliye Nazır’ı Talat Bey’inaldığı tedbirler sayesinde bu göçün önüne geçilebilmiştir. Bu olayı propagandamalzemesi yapmak isteyen Yunanistan, Babıâli’yi tehcir ile suçlamıştır. Ancak Avrupalısefaret tercümanlarından oluşturulan bir heyetin yaptığı araştırmalarda, Rumlarınherhangi bir şiddetten değil, kendi istekleri ile göç ettikleri tespit edilmiştir. I. DünyaSavaşı’nın getirdiği ekonomik sıkıntılar yüzünden Rum göçmenleri iskân edemeyenYunanistan, Mondros Mütarekesi’nden sonra bunların tekrar Türkiye’ye dönmeleriniisteyerek yeni sorunlara sebep olmuştur.

The Rum youth began to fleet away to Greece as a reaction after theproclamination of the 1909 law which accepted non-Muslims to the army. After the Balkan War, theır relatives followed them. During this time, Greece encouraged this migration which aimed to clean the Turk from Macedonia with the policy of genocide on wanted to assimilate Turks. Withe the encouragement of Athens, the preperation of the whole Thracian and Western Anatolian Rums to migrate to Greece was cleanly observed. Thanks to the Minister of Internal Affairs, Talat Bey’s measures, this attempt was prevented Greece wanted to take advantage of this affair by accusing Babıâli of deportation. Eventhough in the investigations carried by a committee consisted of embassy translators, it was proved that the Rums migrated out of will not out of pressure. Due to the financial problems, after the World Wor I, Greece couldn’t inhabitthe Rum immiggrents. Therefore, after Mondros Treaty Greece wanted these immigrants to return to Turkey, and this event caused several other problems
