Ardından, kurumsalcı yaklaşımlara dair literatür gözden geçirilmekte ve kurumsalcı kuramlardan türetilen bir çerçevenin KÖO'nın Amerikan şehirlerinde yayılıp-yaygınlaşmasının gerisindeki nedenleri yakalama hususunda nasıl uygun düştüğü ve işe yaradığı tartışılmaktadır. Yazı, kısa bir değerlendirme ile sona ermektedir.
