Avrupa Birliği’ne uyum sürecinde Türkiye’de televizyon yayıncılığına yönelik düzenlemeler

AB, Lizbon Stratejisi ile belirlediği, 2010 yılına kadar dünyanın rekabet gücü en yüksek, dinamik bilgi ekonomisine ulaşma hedefi doğrultusunda yoğun bir teknik altyapı ve mevzuat geliştirme faaliyeti ile rakipleri olan ABD ve Japonya’nın önüne geçme çabası içerisindedir. Yayıncılığın Avrupa içerisinde sınır tanımadan serbestçe dolaşımını öngören ekonomi merkezli düzenlemeler ise hızla değişen ve yöndeşen medya endüstrisini yeterince düzenleyemediği, tekelleşme konusundaki önlemlerin yetersizliği ve çoğulculuğun güvence altına alınamaması gibi konularda eleştirilmektedir. AB’nin tam üyelik yolunda ilerleyen Türkiye’deki yayıncılık düzenlemelerine etkisini değerlendirmeyi amaçlayan bu çalışmada yayıncılık alanına ilişkin AB düzenlemeleri ve Türkiye’deki uygulamalar irdelenmektedir.

With an intensive technical infrastructure and law development activity, the European Union displays an effort to meet the goals of the Lisbon Strategy which aimed the construction of the most competing information economy and surpass the United States and Japan as rivals in this aspect. The existing economy focused regulations which suggest the unlimited free circulation of broadcasting resources within Europe, are critized for being insufficient to give order and direction to the rapid changing and converging media industry, being unable to impede monopolization and to protect plurality. This study examines EU regulations and the broadcasting sector regulations in Turkey in aspect of the effects of Turkey’s progression process towards complete membership.
