KAMU KURUMLARINDA YÖNETSEL KAPASİTENİN GÜÇLENDİRİLMESİ
Kamu kurumlarının yasal görev ve sorumluluklarını yerine getirebilme yeteneğiolarak yönetsel kapasitenin sürekli geliştirilmesi, hızla değişen dünyada kurumlarınçevreleri ile uyumlu bir şekilde varlıklarını sürdürebilmelerinin ve vatandaşların artantalep ve beklentilerini etkin şekilde karşılayabilmelerinin temel koşulu haline gelmiştir.Son yıllarda hem merkezi yönetim hem de yerel yönetim düzeyinde bu alanda artan birduyarlılık oluşmuş ve kamu kurum ve kuruluşlarının yönetsel kapasitelerinin geliştirilmesiönemli bir çalışma alanı haline gelmiştir.Bu çalışmanın temel amacı kapasite, yönetsel kapasite kavramlarını ve bileşenleriniaçıklayarak yönetsel kapasite kavramının kamu kurumları açısından önemini ortayakoymaktır. Çalışmada aynı zamanda yönetsel kapasite geliştirme ile ilgili çeşitli çalışmalarayer verilerek yönetsel kapasitenin gelecekteki perspektifine ilişkin fikir verilmeye çalışılmıştır.
STRENGTHENING ADMINISTRATIVE CAPACITY IN PUBLIC INSTITUTIONS
Improving administrative capacity as an ability of fulfilling the legal responsibilities and duties of public institutions has become a significant condition for institutions in order to continue their existence in harmony with their surroundings and effectively meet the increasing demands and expectations of citizens in the rapidly changing world. In recent years, there has been an increasing sensitivity in this area at both centralized and local government levels, and improving the administrative capacity of public institutions has become an important field of study. The main purpose of this study is to put forward the significance of administrative capacity for public institutions by providing a conceptual framework regarding capacity, administrative capacity and the components of administrative capacity. The study also provides a glance at the future perspective of administrative capacity by examining several studies on building administrative capacity.
