Devlete ilişkin teoriler, düzenli toplumların ilk dönemlerden bugüne kadar üzerinde en çok tartışılan konuların başında yer almaktadır. Devlet; iktidarın meşru kaynağı olarak var olduğu günden beri toplumdaki örgütlenmiş egemen gücü temsil etmektedir. Devlet klasik dönemden sonra özellikle modern zamanlarda donandığı/yüklendiği aşırı güç ve sorgulanmaz bir kudretle anılmaktadır. Modern devletin “leviathan”laşması olarak görülen bu duruma ilişkin bu çalışmada Hobbes’un devlet teoremi irdelenmiş, bu teorinin çağdaş devlet yönetimlerindeki yansımaları Buchanan’ın eleştirileri çerçevesinde tekrar ele alınmıştır
