Türkiye’de mevcut su ve atıksu yönetim sektörü için tarife ödeme gücü oranlarının karşılaştırılmalı değerlendirilmesi
Ödeme gücü oranı, tüketicilerin su ve atıksu faturasını ödeyebilmek için harcanabilir gelirlerinden ayırdıkları payın önemli bir göstergesidir. Bu kapsamda, Türkiye’de 7 bölgeyi temsil edecek şekilde su ve atıksu yönetim sektörü için 14 büyükşehir ve 7 şehir olmak üzere toplam 21 il seçilmiş, illerin su ve atıksu tarifeleri, birim su tüketimi miktarları, hanehalkı büyüklükleri, sayaç ve okuma bedelleri ile medyan eşdeğer harcanabilir hanehalkı gelirleri incelenerek ödeme gücü oranı hesaplanmasına yönelik metodoloji geliştirilmiştir. Elde edilen veriler; bölgesel olarak büyükşehirler ve diğer şehirler olmak üzere farklı kurumlar açısından karşılaştırılmalı olarak değerlendirilmiştir. Sonuçlar değerlendirildiğinde; 21 il için ödeme gücü oranlarının (AR) %0.61 ile %2.78 aralığında değiştiği görülmekte olup, bu oran Türkiye genelinde %1.82 olarak hesaplanmıştır. Düşük gelirli tüketici grubunun ödeme gücü oranı (ARp) ise %1.42 ile %4.88 aralığında değişmektedir. Türkiye geneli için bu değer %4.33 olarak hesaplanmıştır. Ortalama ARp açısından bölgesel olarak değerlendirildiğinde; en yüksek ve en düşük değerlerin sırasıyla %4.20 ile Doğu Anadolu Bölgesi ve %2.35 ile Karadeniz Bölgesi olduğu görülmektedir. Büyükşehirlerde ise ortalama AR ve ARp değerleri, sırasıyla %1.75 ve %3.40 iken, şehirlerde %1.31 ve %2.5’tir. Bölgesel ve büyükşehir/şehirler için elde edilen sonuçlar incelendiğinde; bölgesel farklılıkların kurumsal yapıdaki farklılığa göre ödeme gücü oranları üzerinde daha büyük oranlarda değişime neden olduğu görülmektedir. Ödeme gücü oranının yüksek olduğu illerde, düşük gelirli tüketici gruplarına kurumlar tarafından mali destek sağlanması, su ve atıksu faturalarında indirim, ücretsiz su temini veya blok tarife uygulamaları gibi ekonomik araçların uygulanması düşünülmektedir.
A comparative evaluation of tariff affordability ratio for water and wastewater management sector in Turkey
Affordability ratio is a significant indicator of share from consumers' disposable income for water and wastewater bills. Within this concept, 21 provinces including 14 metropolises and 7 cities, that represent seven regions in Turkey, were selected for water and wastewater management sector and methodology was developed in order to calculate affordability ratio by investigating water and wastewater tariffs, water consumption amounts, households sizes, water meter and meter reading price and median equivalent disposable household income of provinces. The data were comparatively evaluated in terms of different utilities including regional metropolises and other cities. According to the results, affordability ratio (AR) was found to vary between 0.61% and 2.78% for 21 provinces. For Turkey, it was 1.82%. Affordability ratio for low income consumer group (ARp) varied between 1.42% and 4.88%, which was calculated as 4.33% for Turkey. According to the regional results of ARp, the highest and the lowest values were observed in Eastern Anatolia Region with 4.20% and Black Sea Region with 2.35%, respectively. Average AR and ARp were found to be 1.75% and 3.40% in metropolises, while they were 1.31% and 2.50% in cities, respectively. According to the results, it was observed that regional differences caused higher variations in affordability ratio in comparison to differences in the institutional structures. For provinces with high affordability ratio, economic tools such as subsidizing, discount on water and wastewater bills, free water supply and block tariff may be applied by utilities for low income consumer group.
