Tıp teknolojisinin süratle gelişmesi, tanı ve tedavi aşamasındaki değişimler ve gelişmeler, tüketicilerin bilinçlenmesi ve iletişim teknolojilerinin gelişmesi, hasta-doktor ilişkilerindeki değişim, artan maliyet baskıları ve rekabetin yoğunlaşması sağlık hizmetlerinin daha profesyonel bir yönetim anlayışı ile birlikte maliyet odaklı olarak değerlendirilmesini zorunlu kılmaktadır. Tüm bu nedenlerle, kalite standartları yüksek bir sağlık hizmetinin verilmesi, iyi eğitim almış sağlık profesyonelleri ile mümkün olabilir. Daha kaliteli eğitim vermek için gösterilen çabalar neticesinde tıp eğitimi maliyetleri her geçen gün artmaktadır. Buna karşın, kaynakların sınırlı olması; eğitim yöneticilerinin, maliyetlerin kontrol edilmesine yönelik ilgilerini artırmaktadır. Bu çalışmanın amacı, sağlık sistemi bünyesinde kompleks bir yapı içerisinde verilen tıp eğitimine yönelik gider yerlerinin ve gider çeşitlerinin belirlenerek, geleneksel maliyetlendirme yöntemleri ile toplam ve öğrenci başına maliyetleri hesaplamaktır. Bu amaçla, öğretim elemanları ve eğiticilerin öğrenciler ile direkt temas süreleri dikkate alınıp “normal maliyet” yöntemi kullanılarak tıp fakültesi maliyetleri hesaplanmaya çalışılmıştır. İncelenen 2009-2010 eğitim-öğretim yılında tıp fakültesi 6 yıllık eğitim-öğretim maliyeti toplam 197.688,62 TL olarak gerçekleşmiş, maliyetin sınıflar bazında direkt temas süreleri ile orantılı olarak değiştiği tespit edilmiştir. Altı sınıfın her biri için ortalama bir sınıf maliyeti ise 32.944,77 TL olarak bulunmuştur. Maliyet analizlerinin daha sağlıklı bir şekilde yapılabilmesi amacıyla, incelenen kurum bünyesinde bir maliyet analiz biriminin kurulması, Tıp Fakültesi Eğitim Hastaneleri ile bünyesindeki mezuniyet öncesi eğitim birimlerinin bütçelerinin ayrı ayrı olarak hazırlanmasının gerekliliği, maliyet çalışmalarının eğitim plan ve programlarının hazırlanması esnasında başlatılmasının önemi üzerinde durulmuştur

Some factors like rapidly developing medical technology, changes and improvements in diagnosis and treatment processes, awareness of the consumers, developments in communication technologies, changes in patient-physician relationships, and increasing cost and competition enforce the health services to be evaluated with focus on the cost as well as with a more professional management approach. The aim of this study is to identify the types of the expenditures on the medical education given in a complex structure under health system and to fi gure out the total cost and the cost per student by using traditional fi nancing methods. For this aim, the costs for the faculty of medicine have been tried to be calculated using “normal cost” method considering the direct contacts of the instructors and educators with the students. 6-year education cost for the faculty of medicine in 2009-2010 academic year has been found to be 197.688,62 TL. and it has been revealed that the cost changes depending on the grades in parallel with the direct contact periods. In order to make the cost analysis more effective, foundation of a cost analysis unit under the examined institution, the necessity of making the budgets of the Medical Faculty Educational Hospitals and educational units before graduation separately , the importance of beginning fi nancial studies during the preparation of educational plan and programme , and the importance of the effects of student failures and grade repeat, and the students who leave without completing their education on the costs are emphasized in the study
