Teknolojideki hızlı gelişme ve değişmeler eğitime de yansımakta, özellikle gelişmiş ülkelerde eğitimde yeni teknolojiler yaygın olarak kullanılmaktadır. Bilgi işlem ve iletişim teknolojilerindeki gelişmeler sayesinde bilgi iletimi ve paylaşımı her geçen gün büyük bir hız ve gelişmeyle devam etmektedir. Teknolojik gelişmelere paralel olarak insanlığın ihtiyaçları artmakta, artan ihtiyaçların karşılanması da karmaşık ve kompleks sistemleri doğurmaktadır. Tele konferans, video konferans, uydu televizyon, internet vb. Bu sistemlerin uygulaması ciddi ekonomik yatırımların yanı sıra teknolojik alt yapı şartlarını da beraberinde getirmektedir. Oysa gelişmekte olan ülkelerde bu ekonomik ve teknik alt yapı şartları oluşmadığından gelişmiş teknolojilerin eğitimde kullanımı zor yada imkansız hale gelmektedir. Bu tür teknolojilerin hızlı gelişimi ve değişimi de düşünüldüğünde toplumların bu teknolojiyi yaygın olarak kullanımı oldukça zor hatta imkansız hale gelmektedir. Bu noktadan hareketle, gelişmiş teknolojileri çok kompleks sistemler olmadan çıkarıp daha küçük uygulamalar şeklinde daha az maliyetle daha fazla kişinin kullanımına sunmak gerekmektedir. Böylece geniş kitleler gelişmiş teknolojiyle tanışacak, hayatın her safhasında uygulamaya ve kullanmaya başlayacaktır. Bu çalışmada kompleks sistemler yerine daha modüler sistemler üzerinde durularak yerel veya bölgesel anlamda kurulacak sistemlerle eğitimde gelişmiş teknolojilerin yaygın kullanımı üzerinde durulacaktır. Bunun için yerel veya bölgesel anlamda kurulacak yayın sistemlerini; bilgiyi kolay işleyecek saklayacak iletecek ve sunacak sayısal sistemlerle (DIVICAM-Digital Video Camera) donatarak bilgisayar uygulamalarıyla (Multimedia PC) entegre edip, yakın ve uzak alan iletim şebekeleriyle destekleyerek (ISDN-Integrated Services Digital Network) eğitimde kullanımı üzerinde durulacaktır.

In education, new technologies are currently being employed. Information transmission and sharing are developing rapidly owing to new advancements in data processing and transmission techniques. Parallel to the advancements in technology, demands of individuals are increasing; resulting in a complex and complicated systems in order to meet the increased demands. Tele-conferencing , video-conferencing, satellite television, internet etc. The establishment of these systems require financial investment as well as technological infrastructure. However, in developing countries, deploying the advanced technologies in education is impractical, if not impossible, due to immature technological and economical infrastructure. If one takes into consideration the rapid development took place in technological area, it seems to be impossible that developing societies may benefit from these developments. In this respect, the complicated systems should be transformed in cost-effective, small-scale applications allowing wide access for individuals. Its effect is to provide people with the advanced technologies which become an integrated part of common life. In this study, the focus is on the common use of the new technologies in education. This is done by considering local or regional modular systems instead of using complex systems. Therefore, the use of local or regional broadcasting systems to be established in education is discussed. These systems are integrated with such systems that facilitate the processing and storage of information by means of digital systems such as DV-CAM, supported by Multimedia PC and ISDN.
