Herhangi bir program bilimsel ilkeler doğrultusunda hazırlanmış olsa da uygulamaya konduktan sonra aksayan yönlerin olup olmadığı ve aksama nedenleri araştırılmalıdır. Milli Eğitim Bakanlığı Talim Terbiye Kurulunun 19.11.1990 gün ve 153 sayılı kararı ile denenip geliştirilmek üzere yürürlüğe konan 5+3=8 İlköğretim Matematik Dersi Programındaki amaçların beklenen düzeyde gerçekleşmediği bilinmektedir. İlköğretim Matematik Dersi Programda yer alan genel amaçların gerçekleşmeme nedenlerini belirliyebilmek amacı ile Ülke genelinde yapılan araştırmadan elde edilen sonuçların bazıları burada sunulmaya çalışılacaktır.

Although whatever the program has been prepared under the scientific principles, the weaknesses and the hitches of in its parts and the reasons of them should be examined. Its known that goes of 5+3=8 Elementary Mathematics Curriculum which was introduced by Talim Terbiye Kurulu at Nov 19th . 1990: Law 153 for the porpose of testing and developing can not be implemented at the expected level. Some of the major results obtained from our research which was done throughout the country in order to determine the reasons of why the some goes in the program can not be implemented are presented here.
