People are the most important asset o f any orgarıization because they create the innovations and accomplishments naeded by orgarıizations fa r success. In this article the development o f the. personnel function is analysed. The analysis provides a majör shift toward a human resources approach vAt'n the emphasis that is begin placed upon people or individuals at work moving away from the traditional thought of personnel management.
