BİRLEŞMİŞ MİLLETLER İNSAN HAKLARI MEKANİZMALARI VE BELGELERİ PERSPEKTİFİNDEN DÜŞÜNCE VE İFADE ÖZGÜRLÜĞÜ
Bu çalışmada esas itibarıyla, BM insan hakları mekanizmaları ve belgelerinde düşünce ve ifade özgürlüğü konusu ele alınarak incelenmiştir. Bu çerçevede, konuya ilişkin BM perspektifi dile getirilmeden önce çok sayıda BM kuruluşuna ev sahipliği yapan BM Cenevre Ofisi hakkında kısa bilgi sunulmuştur. Daha sonra konunun kapsamı ve sınırlılıkları içinde kavramsal ve kurumsal çerçevenin ortaya konulması bakımından BM İnsan Hakları Yüksek Komiserliği Ofisi ve Cenevre’deki diğer insan hakları mekanizmaları kısaca ele alınmıştır. Çalışmanın geri kalan bölümünde ise düşünce ve ifade özgürlüğü bağlamında BM insan hakları belgeleri ve Medeni ve Siyasi Haklara İlişkin Uluslararası Sözleşme incelenmiştir.
Freedom of Opinion and Expression from the Perspective of United Nations Human Rights Mechanisms and Documents
In this study, mainly the UN human rights mechanisms and documents are examined in the context of freedom of opinion and freedom of expression. In this context, brief information was provided about the UN Geneva Office, which hosted a number of UN organizations before the UN perspective on the issue was expressed. Later on, the UN Office of the High Commissioner for Human Rights and other human rights mechanisms in Geneva were briefly addressed in terms of introducing the conceptual and institutional framework within its scope and limitations. For the remainder of the work, UN human rights documents and the Covenant on Civil and Political Rights were examined in the context of freedom of opinion and freedom of expression.
