SOSYAL SERMAYE ve SİVİL TOPLUM

Sosyal sermaye, bireyler arası işbirliğini teşvik eden, varlığı kanıtlanmış, resmi olmayan bir normdur. Ekonomik alanda işletim maliyetlerini azaltır, siyasal alanda ise sınırlı yönetim ve modern demokrasilerin başarısı için gerekli olan örgütlü yaşam türlerini destekler. Sosyal sermaye sık sık ‘mahkûmun ikilemi’ oyunlarının tekrarlanmasından oluşmasına rağmen o aynı zamanda din, gelenek, ortak tarihi deneyimler ve diğer kültürel norm türlerinin bir yan ürünüdür. Bu nedenle sosyal sermayenin farkında olmak, gelişimi anlamak için oldukça önemliyken onu kamu politikaları aracılığıyla oluşturmak zordur.
