Kimlik ile Güvenlik İlişkisi Bağlamında "Öteki"nin Kavramsallaştırılması: Göçmenlik ve Avrupalılık

Sistemler, aktörlerin eylemleri ile uygulamalarına bağlı olarak, ortak bilgiye dayalı, ‘kimlik’ ile ‘güvenlik’ kavramlarından oluşan ve kurallar ile normlara dönüşebilen yapılardır. Yapıların ikili karakteri ve sosyalleşme süreçleri ile aktörlerin eylemleri de birbirleriyle bağlantılıdır. Bu durum, ‘toplumsal yapı’ ile ‘kimlik’ arasında yaşanabilecek bir takım politik sorunsalları da ortaya çıkarmaktadır. Örneğin, ‘göçmenlik’ kapsamında kazanılmaya çalışılan yeni kimliğin, var olunmaya çalışılan mekân ile uyumu, kendi orijini ile örtüşen normların farklılaşmamasına bağlıdır. Yerleşik duruma gelme ve sonraki süreçte, göçmenlerin alışkanlıklarına dayalı olarak, var olan yerdeki vatandaşların tepkisiyle, baş gösterebilen ‘öteki’ yaklaşımı gibi sorunlar, aidiyet için de sorun oluşturabilecek durumlardır. Bu bağlamda çalışmamız, ‘kimlik’ perspektifi ve ‘güvenlik’ ilişkisi kapsamında, ‘öteki’nin kavramsallaştırılmasıyla ortaya çıkan, ‘göçmenlik’ ve ‘Avrupalılık’ ikilemini analiz edecektir.

Conceptualizing the ‘Other’ in the Context of Identity and Security: Immigration and Europeanness

Systems that consist the concepts of ‘identity’ and ‘security’ are structures based on shared knowledge, which may turn into rules and norms, depending on the actions and practices of the actors. The structures dual character, their socialization processes, and the actors activities are also interrelated. This situation reveals the political problems that actors can experience between social structure and identity. In this respect, the harmony of the new identity, which is tried to be gained within the scope of ‘immigrant’, with the existing space depends on the norms that coincide with its origin In the settled situation, depending on the habits of the immigrants, problems such as the ‘other’ approach resulting from the reaction of the citizens in the current place can create problems in ‘belonging’. This study discusses the dilemma of ‘immigration’ and ‘Europeanness’, which springs from the conceptualization of the ‘other’ in the context of ‘identity’ perspective and ‘security’ relationship.
