AFET YÖNETİM YAKLAŞIMLARI VE KAMU POLİTİKASI BAĞLAMINDA AFETLERİN ÇEVREYE ETKİLERİ

Afet yönetimi alanında ortaya konan yaklaşımlar, sadece teknik bir çalışma alanı olmaktan çıkarak disiplinlerarası bir boyuta evrilmiştir. Bunda afetlerin fiziksel olayların sonucunda ortaya çıkan sosyal ve politik olaylar olarak kabul edilmesinin rolü büyüktür. Toplumların karşı karşıya olduğu riskler ve bu risklere karşı toplumun hassasiyet derecesi, büyük ölçüde kamu politikalarının belirleyici olduğu unsurlardır. Afet yönetimi yaklaşımlarının son yıllarda kamu politikalarıyla ilişkilendirilmesi ve afet yönetimi süreçlerinin toplumun çabuk toparlanması için hassasiyetlerin yönetilmesini odağına alması, kamu yönetimi kuramlarının bu alanla daha yakın ilişkiler kurmasına neden olmuştur. Toplumların yaşam biçimleri ve bu yaşam biçimlerini destekleyen politikalar, afetler açısından yeni risk faktörlerini ortaya çıkarmıştır. Afetlerin çevreye etkileri, yeni risk faktörleri ile daha uzun süreli ve daha yıkıcı olabilmektedir. Kamu politikası sürecinde halkın katılımı, bu risk ortamında afet yönetimine ilişkin daha farklı ve bütüncül bir yaklaşım geliştirebilmek için çok önemlidir. Bu çalışmada afetlerin çevreye etkileri, afet yönetim yaklaşımları ve kamu politikası bağlamında ele alınmıştır

DISASTER ADMINISTRATION APPROACHS AND EFFECTS OF DISASTERS ON ENVIRONMENT IN THE CONTEXT OF PUBLIC POLICY

Approaches on disaster administration have been evolved to inter-disciplinary dimension by moving out of solely technical field of study. The role of that disasters were regarded as social and politic events, caused by physical events, is important. The risks which the societies face and vulnerability degree of societies against these risks are the elements, determined by public policies in a great extent. Disaster administration approaches have been associated with public policies in recent years and disaster administration processes have focused on the management of vulnerability for resilience of society as well. Therefore public administration theories got close interest with this field of study. Way of living of societies and policies have caused that new risk factors had emerged. Though the effects of disasters on environment might be much more longstanding and more destructive by these new risk factors. Public involvement in the public policy process is very important to develop holistic disaster administration approach in this risk environment. In this study, effects of disasters to environment were handled in the context of disaster administration approaches and public policy
