Kazanım Temelli Kamu Satın Alması: Avrupa Birliği Üyesi Ülkeler Çerçevesinde Bir Değerlendirme

Kazanım temelli kamu satın alma yöntemi AB 2020 Stratejisi kapsamında ortaya çıkan stratejik kamu satın alması türlerinden biridir. Kazanım temelli satın alma kamunun satın alma gücünü çevreye duyarlı ürün ve hizmetler ile çevre teknolojileri piyasasının geliştirilmesi amacıyla kullanmasıdır. Çalışmada kazanım temelli satın alma yönteminin başarı unsurları AB üyesi ülkeler çerçevesinde değerlendirilmiştir. Buna göre AB üyesi ülkelerde Ulusal Eylem Planı hazırlanmasına ilişkin önerinin yasal ve politik çerçevenin oluşmasına önemli bir katkı sağladığı görülmüştür. Ancak satın alma sürecinin etkinleştirilmesi açısından yaşam döngüsü maliyetleme yönteminin henüz yaygınlık kazanmadığı ve sadece 15 AB üyesi ülkenin teknik şartname aşamasında çevre kriterlerine yer verdiği görülmüştür.

Gain-Based Public Procurement: An Assessment within the Framework of EU Countries

Gain-based public procurement method is a type of strategic public procurement within the scope of the EU 2020 Strategy. Gain-based public procurement is the use of public purchasing power for the development of environment-friendly products/services and environment technology markets. In this study, success factors of the gain-based public procurement method are evaluated in the EU member states. Accordingly, it has been seen that the proposal for the preparation of the National Action Plan in EU member states has made a significant contribution to the formation of the legal and political framework. However, in terms of activating the procurement cycle, life cycle costing has not yet become prevalent and only 15 EU member states have included environmental criteria in the technical specification phase.
