Ar-ge, inovasyon ve kalkınma ilişkisine yönelik bir literatür taraması: Kuramsal özet

Çalışmanın amacı Araştırma Geliştirme (Ar-Ge), inovasyon ve ekonomik kalkınma ilişkisine yönelik sistematik bir literatür taraması ortaya koymaktır. Buna yönelik olarak öncelikle bilim-teknoloji-inovasyon ilişkisi tarihsel perspektife oturtularak ele alınmıştır. Ardından Ar-Ge, inovasyon ve kalkınma bağlantısını ele alan genel literatür bağlamında; Marx’ın kapitalizm eksenli analizi, Schumpeter’in yaratıcı yıkım söylemi, Solow’un sermaye-işgücü oranı tahlili, Romer’in artan marjinal getiri oranı değerlendirmesi, Lucas’ın beşeri sermaye vurgusu, Grossman ve Helpman’ın Kuzey-Güney ayrımı, Aghion ve Howitt’in iki inovasyon dönemi arasındaki beklentiler analizi ve son olarak Jones’un nüfus eksenli yaklaşımı ele alınmıştır. Sonrasında ise Harvey’nin eski teknolojinin amortismanı ve işgücünün yeteneksizleşmesi konularındaki çekinceleri dahil diğer özgün katkılar özetlenmiştir.

A literature review on the relationship between r&d, innovation and development: Theoretical brief

The aim of this study is to put forward a systematic literature review on the relationship between R&D, innovation and economic development. In this sense, firstly, science-technology-innovation relations have been evaluated in a historical perspective. Then, within the context of general literature on R&D-innovation- development relations; Marx’s capitalism-based analysis, Schumpeter’s creative destruction discourse, Solow’s analysis of capital-labor ratio, Romer’s evaluations on increasing marginal returns, Lucas’ emphasis on human capital, Grossman and Helpman’s North-South differentiation, Aghion and Howitt’s analysis on expectations between two innovation periods, and Jones’ population-based approach have been revealed. Lastly, other contributions to the issue have been set forth, including Harvey’s reservations on amortization of old technology and deskilling effects on the labor.
